GLOBAL COMMUNITY GUIDELINES & GLOBAL CODE OF CONDUCT

MASTER COMMUNITY GOVERNANCE FRAMEWORK

Effective Date: May 2026

These Global Community Guidelines & Global Code of Conduct (the “Guidelines”) constitute a legally binding corporate governance framework governing access to and use of the ORO platform, applications, voice systems, accessibility systems, websites, software infrastructure, APIs, communication systems, and all related digital services operated by ORO TECHNOLOGIES LLC and its affiliated entities (collectively, “ORO,” “Company,” or “Platform”).

These Guidelines form an integral and inseparable part of the ORO Terms & Conditions, Privacy Policy, Accessibility & Voice Policy, Safety & Emergency Framework, Refund Policy, and all related legal disclosures, operational standards, and platform governance documents published by ORO.

By accessing, registering with, downloading, browsing, installing, or using the Platform in any manner, all users expressly acknowledge, accept, and agree to be legally bound by these Guidelines and all incorporated policies.

1. GLOBAL PLATFORM STRUCTURE

ORO operates exclusively as a technology intermediary platform designed to facilitate digital connections and accessibility-oriented interactions between independent users and independent third-party service providers.

ORO is a voice-first accessibility technology platform designed to support inclusive digital participation, including for:

  • older adults;

  • persons with disabilities;

  • users with limited digital literacy;

  • accessibility-dependent users;

  • voice-assisted users;

  • multilingual users;

  • and users requiring assistive interaction technologies.

ORO does not provide transportation services, logistics services, security services, medical services, law-enforcement services, rescue services, caregiving services, or emergency-response services.

ORO does not own, manage, supervise, direct, employ, or control drivers, vehicles, transportation providers, emergency operators, security personnel, contractors, or third-party providers.

All transportation services, mobility services, and other physical services available through the Platform are performed exclusively by independent third-party providers operating independently from ORO.

Nothing contained within these Guidelines or elsewhere on the Platform shall be interpreted as creating:

  • an employment relationship;

  • agency relationship;

  • joint venture;

  • franchise relationship;

  • fiduciary relationship;

  • partnership;

  • operational control relationship;

  • or supervisory duty.

1-A. ORO PHILOSOPHY OF INCLUSIVE ACCESS AND DIGITAL SIMPLICITY

ORO was developed with the belief that access to transportation and digital mobility services should not be limited by age, disability, technological literacy, or familiarity with mobile applications.

The Platform's voice-first and accessibility-oriented architecture seeks to reduce unnecessary technological complexity by allowing users to interact with essential functions through simplified workflows and voice-enabled technologies whenever available.

ORO's design philosophy aims to promote greater independence, accessibility, convenience, and usability for a broad and diverse user population, including elderly individuals, persons with disabilities, users with limited experience using digital technologies, and individuals seeking reduced screen interaction during mobility activities.

This philosophy reflects ORO's commitment to inclusion and accessibility; however, it does not constitute a guarantee of accessibility outcomes, safety outcomes, independent usability, transportation suitability, or uninterrupted functionality.

2. GLOBAL COMMUNITY PRINCIPLES

All users must conduct themselves in a lawful, respectful, safe, responsible, and cooperative manner while using the Platform.

The ORO community is governed by the following foundational principles:

  • Respect for all persons;

  • Accessibility and inclusion;

  • Safety awareness;

  • Lawful conduct;

  • Good-faith participation;

  • Platform integrity;

  • Responsible use of technology;

  • Protection of vulnerable users;

  • Digital accessibility compliance;

  • and non-discriminatory participation.

Users are expected to exercise independent judgment, situational awareness, and personal responsibility while using the Platform.

3. ACCESSIBILITY, INCLUSION, AND NON-DISCRIMINATION

ORO maintains a strict global zero-tolerance policy against discrimination, exclusion, harassment, retaliation, intimidation, unequal treatment, or accessibility denial.

Users may not discriminate against any person based on:

  • race;

  • ethnicity;

  • nationality;

  • citizenship;

  • religion;

  • beliefs;

  • gender;

  • gender identity;

  • gender expression;

  • sexual orientation;

  • disability;

  • medical condition;

  • genetic information;

  • age;

  • language;

  • accent;

  • assistive technologies;

  • mobility limitations;

  • service animals;

  • veteran status;

  • socioeconomic status;

  • or any characteristic protected by applicable law.

ORO’s accessibility-centered structure is intended to improve digital inclusion and accessibility participation globally.

Users acknowledge that accessibility technologies may include:

  • voice interaction systems;

  • AI-assisted communication systems;

  • speech-recognition systems;

  • assistive interface tools;

  • accessibility integrations;

  • multilingual support tools;

  • and voice-trigger functionalities.

Users further acknowledge that:

  • accessibility systems may contain errors;

  • speech recognition may fail or misinterpret commands;

  • accessibility features may vary by region, language, operating system, or device;

  • voice technologies may not function continuously or accurately;

  • and accessibility systems are assistive tools only.

ORO does not guarantee uninterrupted accessibility functionality, perfect recognition accuracy, or universal compatibility.

4. SERVICE ANIMALS AND ACCESSIBILITY ACCOMMODATIONS

Independent providers using the Platform are expected to comply with applicable accessibility and anti-discrimination laws.

Discriminatory refusal of service based upon accessibility accommodations is prohibited.

Accessibility accommodations may include:

  • service animals;

  • wheelchairs;

  • walkers;

  • mobility devices;

  • assistive communication devices;

  • medical equipment;

  • hearing-assistance technologies;

  • visual-assistance tools;

  • and accessibility support technologies.

ORO reserves the right to investigate reports involving alleged accessibility discrimination or accessibility-related misconduct.

However, ORO does not independently supervise or control third-party providers and does not guarantee the conduct of independent users.

5. USER CONDUCT REQUIREMENTS

All users must:

  • comply with all applicable laws and regulations;

  • act in good faith;

  • provide accurate information;

  • maintain respectful interactions;

  • avoid abusive, threatening, harmful, fraudulent, deceptive, or manipulative conduct;

  • avoid unsafe behavior;

  • maintain lawful use of Platform systems;

  • and respect the safety, dignity, and rights of others.

Users remain solely responsible for their own conduct, decisions, actions, communications, and interactions.

Users acknowledge that ORO does not continuously monitor all platform activity and cannot guarantee the behavior, legality, safety, identity, intentions, or reliability of any user or third party.

6. PROHIBITED CONDUCT

The following conduct is strictly prohibited:

  • harassment;

  • intimidation;

  • threats;

  • hate speech;

  • discriminatory conduct;

  • stalking;

  • violence;

  • abusive communications;

  • sexual misconduct;

  • fraud;

  • impersonation;

  • identity manipulation;

  • false information;

  • platform abuse;

  • illegal activities;

  • unsafe conduct;

  • exploitation of vulnerable individuals;

  • malicious misuse of voice technologies;

  • manipulation of emergency systems;

  • misuse of accessibility systems;

  • false safety reports;

  • false emergency alerts;

  • misuse of SOS features;

  • attempted hacking;

  • cybersecurity attacks;

  • reverse engineering;

  • automated scraping;

  • bots or unauthorized automation;

  • account sharing;

  • fake accounts;

  • unauthorized surveillance;

  • unlawful recording;

  • and interference with Platform functionality.

Any attempt to manipulate:

  • pricing systems;

  • user matching;

  • accessibility systems;

  • voice-recognition systems;

  • emergency systems;

  • AI systems;

  • fraud-prevention systems;

  • or platform infrastructure

may result in immediate enforcement action.

Without limitation, the following conduct shall also constitute material violations of these Guidelines and may result in immediate enforcement action, account suspension, permanent deactivation, reporting to competent authorities, or legal proceedings where applicable:

  • fraudulent refund requests;

  • payment fraud;

  • GPS manipulation;

  • fake trip generation;

  • falsification of documents;

  • unauthorized API interference;

  • malware distribution;

  • security-breach attempts;

  • off-platform payment solicitation;

  • abuse of ratings or reputation systems;

  • deliberate misuse of accessibility protections;

  • exploitation of senior citizens, persons with disabilities, or other vulnerable individuals;

  • misuse of service-animal accommodations;

  • abuse of customer-support systems;

  • manipulation of pricing, incentives, bonuses, rewards, promotional campaigns, referral systems, or platform compensation mechanisms.

7. VOICE TECHNOLOGY AND AI SYSTEMS

ORO operates a voice-first accessibility framework designed to facilitate simplified user interaction through voice-based technology.

Users acknowledge and agree that:

  • voice systems may misinterpret commands;

  • AI-generated outputs may contain inaccuracies;

  • speech recognition accuracy may vary;

  • environmental noise may affect performance;

  • connectivity limitations may interrupt functionality;

  • and automated systems may not function in all circumstances.

Users remain solely responsible for reviewing and confirming actions initiated through voice interactions.

ORO may utilize artificial intelligence, machine learning systems, automation systems, algorithmic tools, and platform-integrity technologies for:

  • accessibility assistance;

  • fraud prevention;

  • safety analysis;

  • platform optimization;

  • voice processing;

  • moderation;

  • system security;

  • emergency signal routing;

  • matching systems;

  • risk analysis;

  • and operational functionality.

Automated systems may assist with:

  • content moderation;

  • account restrictions;

  • fraud prevention;

  • safety analysis;

  • enforcement actions;

  • and platform integrity reviews.

Such systems support operations but do not replace human oversight where legally required.

8. MICROPHONE, AUDIO, AND VOICE DATA DISCLOSURES

Certain features may require microphone, audio, accessibility, speech-recognition, or voice-processing permissions.

Users acknowledge and agree that:

  • permissions are user-controlled;

  • permissions may be revoked by the user;

  • voice systems activate based on user interaction or configured trigger functionality;

  • no guarantee exists regarding uninterrupted operation;

  • and voice systems may require third-party cloud infrastructure.

ORO does not engage in covert surveillance or hidden recording practices.

Users acknowledge that voice-related technologies may involve:

  • speech-to-text processing;

  • text-to-speech processing;

  • temporary audio processing;

  • AI-assisted interpretation;

  • accessibility integrations;

  • and cloud-based processing systems.

Processing may occur through third-party infrastructure providers operating globally.

9. SAFETY FRAMEWORK

Safety features provided through the Platform are assistive technologies only.

Users acknowledge that:

  • ORO does not guarantee safety outcomes;

  • ORO does not guarantee crime prevention;

  • ORO does not provide physical security services;

  • ORO does not supervise transportation activities;

  • ORO does not monitor users in real time;

  • and ORO does not assume a duty to protect, rescue, monitor, supervise, or intervene.

Users remain solely responsible for:

  • exercising caution;

  • verifying trip details;

  • assessing personal safety;

  • evaluating environmental risks;

  • and making independent decisions.

Nothing on the Platform shall be interpreted as creating:

  • a security guarantee;

  • rescue obligation;

  • transportation supervision duty;

  • emergency-response commitment;

  • or continuous monitoring obligation.

10. SOS AND EMERGENCY SYSTEM DISCLOSURE

The Platform may include SOS or emergency-assistance functionality intended solely as an assistive communication technology.

Users expressly acknowledge and agree that:

  • the SOS system is not an emergency-response service;

  • ORO is not a law-enforcement entity;

  • ORO is not a medical-response provider;

  • ORO is not a rescue organization;

  • and ORO does not control public emergency authorities.

Emergency alerts may be transmitted to independent third-party security or emergency-coordination providers.

Such third-party providers may independently determine whether to contact local authorities or emergency responders.

ORO does not guarantee:

  • emergency intervention;

  • emergency response times;

  • successful communication delivery;

  • police response;

  • medical response;

  • dispatch outcomes;

  • or successful emergency resolution.

Emergency systems may fail due to:

  • connectivity interruptions;

  • infrastructure limitations;

  • GPS inaccuracies;

  • software failures;

  • power interruptions;

  • cloud-service outages;

  • device limitations;

  • user configuration errors;

  • telecommunications failures;

  • or third-party system disruptions.

Users must independently contact local emergency services whenever immediate emergency assistance is required.

ORO’s role is strictly limited to the technological transmission, routing, and processing of user-generated safety communications. Any assessment, escalation, dispatch, intervention, response decision, emergency handling, communication with law-enforcement agencies, medical services, public authorities, or emergency responders is performed exclusively by independent third-party providers or competent authorities acting under their own authority, procedures, operational protocols, and legal responsibilities. ORO does not direct, supervise, control, or assume responsibility for operational emergency-response activities conducted by third parties.​

11. PLATFORM INTEGRITY AND FRAUD PREVENTION

ORO reserves the right to implement platform-integrity systems and fraud-prevention mechanisms.

Users may not:

  • manipulate system operations;

  • abuse promotional systems;

  • circumvent platform restrictions;

  • exploit software vulnerabilities;

  • falsify identity information;

  • or engage in deceptive conduct.

ORO may investigate suspicious conduct and cooperate with lawful governmental requests where legally required.

12. PRIVACY, RECORDING, AND DATA USE

Users must respect privacy rights and applicable data-protection laws.

Unauthorized recording, monitoring, interception, publication, disclosure, or distribution of personal information may result in enforcement action.

ORO processes information in accordance with its Privacy Policy and applicable laws.

Users acknowledge that:

  • digital systems involve inherent cybersecurity risks;

  • no system is completely secure;

  • and transmission systems may be vulnerable to unauthorized access.

12A. OFF-PLATFORM CONTACT AND PERSONAL DATA MISUSE

Information obtained through the Platform may only be used for authorized purposes directly related to Platform services.

Users may not:

  • use personal information for unrelated purposes;

  • engage in unwanted off-platform contact;

  • conduct harassment after completion of services;

  • retain personal information beyond authorized purposes;

  • use Platform information for marketing, solicitation, surveillance, intimidation, or unrelated commercial purposes.

Any misuse of personal information may result in immediate enforcement action and legal remedies.

13. THIRD-PARTY PROVIDERS AND INDEPENDENT SERVICES

All transportation services, mobility services, accessibility assistance, and other physical services available through the Platform are provided exclusively by independent third parties.

ORO does not:

  • operate transportation fleets;

  • employ drivers;

  • supervise providers;

  • manage routes;

  • control vehicles;

  • guarantee provider conduct;

  • or assume responsibility for third-party actions.

Users acknowledge that all interactions with third-party providers occur at their own risk.

13A. VEHICLE, PROVIDER AND REGULATORY COMPLIANCE

Where transportation, mobility, delivery, assistance, or other physical services are offered through independent third-party providers, such providers remain solely responsible for compliance with all applicable legal, regulatory, operational, licensing, insurance, tax, safety, and professional obligations.

Without limitation, independent providers are solely responsible for:

  • maintaining legally required licenses;

  • maintaining vehicle registrations;

  • maintaining insurance coverage;

  • maintaining vehicle roadworthiness;

  • compliance with accessibility requirements;

  • compliance with transportation regulations;

  • compliance with local labor, tax, and business laws;

  • compliance with airport, municipal, state, provincial, national, or international regulations.

ORO does not inspect, certify, supervise, guarantee, monitor, or assume responsibility for ongoing regulatory compliance of independent providers unless expressly required by applicable law.

Any failure by a provider to comply with applicable legal obligations remains exclusively the responsibility of such provider.

13B. MINORS AND CHILD SAFETY

Users are solely responsible for complying with all applicable laws governing transportation or services involving minors.

Parents, guardians, caregivers, and accompanying adults remain solely responsible for:

  • supervising minors;

  • providing legally required child-restraint systems;

  • ensuring proper installation of child-safety equipment;

  • complying with applicable child-safety regulations.

ORO does not manufacture, install, inspect, certify, supervise, or guarantee child-restraint systems or child-safety equipment.

Independent providers may decline or terminate services where legally required safety conditions are not met.

14. APP STORE AND DIGITAL PLATFORM COMPLIANCE

ORO maintains operational standards intended to support compliance with:

  • Apple App Store Review Guidelines;

  • Google Play Developer Policies;

  • accessibility standards;

  • privacy regulations;

  • and applicable international digital-platform regulations.

Users acknowledge that:

  • app-store operators are independent third parties;

  • distribution availability may change;

  • and app-store enforcement decisions remain outside ORO’s control.

15. ENFORCEMENT RIGHTS

ORO reserves the right, at its sole discretion and to the maximum extent permitted by law, to:

  • investigate suspected violations;

  • monitor platform integrity;

  • remove content;

  • suspend accounts;

  • restrict functionality;

  • deny access;

  • terminate accounts permanently;

  • preserve evidence;

  • cooperate with authorities;

  • and pursue legal remedies.

Enforcement actions may occur without prior notice where permitted by applicable law.

ORO reserves the right to utilize automated systems, human review, or combined enforcement systems.

ORO may implement warning systems, temporary restrictions, account limitations, educational measures, suspensions, permanent deactivations, content removals, technological restrictions, or other corrective actions as deemed appropriate under the circumstances.

Enforcement decisions may be based upon automated systems, human review, user reports, third-party information, internal investigations, legal requirements, safety considerations, fraud-prevention measures, accessibility concerns, or platform-integrity determinations.

16. ZERO-TOLERANCE VIOLATIONS

Serious violations may result in immediate suspension or permanent removal from the Platform.

Zero-tolerance violations may include:

  • violence;

  • threats;

  • discrimination;

  • sexual misconduct;

  • fraudulent conduct;

  • criminal activity;

  • child exploitation;

  • exploitation of vulnerable persons;

  • severe harassment;

  • emergency-system abuse;

  • accessibility abuse;

  • cybersecurity attacks;

  • or conduct presenting material safety risks.

16A. WEAPONS, DRUGS AND IMPAIRMENT

To the fullest extent permitted by applicable law, users may not use the Platform to facilitate activities involving:

  • illegal drugs;

  • controlled substances used unlawfully;

  • weapons prohibited by applicable law;

  • explosives;

  • trafficking of illegal goods;

  • criminal activity.

Users operating vehicles or providing services through the Platform must not do so while impaired by alcohol, illegal drugs, controlled substances, or any condition that materially affects safe operation.

ORO reserves the right to investigate reports involving impairment, dangerous conduct, or violations of applicable safety laws.

16B. PHYSICAL CONTACT, HARASSMENT AND SEXUAL MISCONDUCT

The following conduct is strictly prohibited:

non-consensual physical contact;

sexual harassment;

sexual misconduct;

sexual comments;

obscene gestures;

unwanted romantic advances;

invasion of personal space;

display of sexually explicit material;

sexual exploitation;

sexual coercion;

or any sexually inappropriate behavior.

ORO maintains a zero-tolerance policy regarding sexual misconduct.

Violations may result in:

immediate suspension;

permanent account deactivation;

reporting to law-enforcement authorities where appropriate;

civil or criminal legal action.

16C. OFF-PLATFORM CONTACT AND POST-SERVICE HARASSMENT

Users may not use information obtained through the Platform to:

contact individuals through social media without consent;

conduct unwanted personal visits;

engage in post-service harassment;

send unsolicited communications;

retain personal information beyond authorized purposes;

or use personal information for unrelated purposes.

Any misuse of personal information or post-service harassment may result in immediate enforcement action, permanent account removal, and legal remedies.

16D. RATINGS, REPUTATION SYSTEMS AND PLATFORM ACCESS

ORO may utilize ratings systems, reputation systems, behavioral indicators, user feedback mechanisms, automated risk assessments, and platform-integrity technologies.

Users acknowledge that:

continued Platform access may depend upon compliance with minimum community standards;

behavioral patterns may be evaluated through automated or human review processes;

risk indicators may affect account status, feature availability, or access to certain Platform functionalities.

ORO does not guarantee permanent access to the Platform, any specific functionality, or any commercial opportunity.

17. NO WARRANTIES

The Platform, including all voice systems, accessibility systems, AI systems, safety systems, and emergency features, is provided on an “AS IS” and “AS AVAILABLE” basis.

To the maximum extent permitted by law, ORO disclaims all warranties, whether express, implied, statutory, or otherwise, including:

  • merchantability;

  • fitness for a particular purpose;

  • availability;

  • uninterrupted operation;

  • accessibility compatibility;

  • safety outcomes;

  • reliability;

  • data accuracy;

  • voice-recognition accuracy;

  • and non-infringement.

18. LIMITATION OF LIABILITY

To the maximum extent permitted by applicable law, ORO, its affiliates, officers, directors, employees, licensors, contractors, suppliers, and partners shall not be liable for:

  • direct damages;

  • indirect damages;

  • incidental damages;

  • special damages;

  • consequential damages;

  • punitive damages;

  • loss of profits;

  • loss of revenue;

  • personal injury;

  • emotional distress;

  • property damage;

  • data loss;

  • cybersecurity incidents;

  • service interruptions;

  • emergency-system failures;

  • accessibility failures;

  • voice-recognition errors;

  • AI inaccuracies;

  • third-party misconduct;

  • transportation incidents;

  • criminal acts;

  • or governmental actions.

Use of the Platform occurs entirely at the user’s own risk.

19. INDEMNIFICATION

Users agree to defend, indemnify, and hold harmless ORO and its affiliates from and against any claims, liabilities, damages, losses, costs, expenses, penalties, fines, or legal fees arising from:

  • misuse of the Platform;

  • violation of these Guidelines;

  • unlawful conduct;

  • accessibility misuse;

  • emergency-system misuse;

  • third-party disputes;

  • violation of applicable laws;

  • or infringement of third-party rights.

20. GOVERNING LAW, DISPUTE RESOLUTION, AND ARBITRATION

To the maximum extent permitted by applicable law, disputes relating to the Platform shall be governed by applicable United States law and resolved through binding arbitration pursuant to the governing Terms & Conditions.

Users waive, to the maximum extent permitted by law:

  • jury trials;

  • class actions;

  • collective actions;

  • representative claims;

  • and consolidated proceedings.

21. INTERNATIONAL COMPLIANCE

Users are responsible for complying with all applicable local, national, and international laws.

Where local law provides stronger consumer protections, accessibility protections, or privacy protections, such protections shall apply only to the minimum extent required by mandatory law.

22. SEVERABILITY

If any provision of these Guidelines is determined to be invalid, unlawful, or unenforceable, the remaining provisions shall remain in full force and effect.

23. NO WAIVER

Failure by ORO to enforce any provision shall not constitute a waiver of any right or provision.

24. ENTIRE COMMUNITY GOVERNANCE FRAMEWORK

These Guidelines constitute the complete and controlling community-governance framework governing behavioral standards, accessibility conduct, safety conduct, anti-discrimination obligations, and platform integrity rules for the ORO ecosystem.

These Guidelines must be read together with:

  • Terms & Conditions;

  • Privacy Policy;

  • Accessibility & Voice Policy;

  • Safety & Emergency Framework;

  • Refund Policy;

  • Intellectual Property Policy;

  • and all related governance documents.

In the event of any conflict, the Terms & Conditions shall prevail to the maximum extent permitted by law.

25. GLOBAL LEGAL INTEGRATION NOTICE

These Guidelines form part of the unified global legal, operational, technological, accessibility, cybersecurity, compliance, safety, risk-management, artificial intelligence, voice technology, and digital governance framework governing the ORO Marketplace Platform and all related technologies, accessibility systems, voice systems, digital infrastructure, AI-assisted services, and third-party integrations operated by ORO TECHNOLOGIES LLC and its affiliated ecosystem.

Such framework includes, without limitation:

the Terms & Conditions;

the Global Privacy, Security and Data Governance Policy;

the Safety, S.O.S. and Emergency Response Framework;

the Voice and Accessibility Policy;

the Accessibility Annex;

the Refund and Payment Policies;

the Acceptable Use & Legal Enforcement Policy;

the AI and Voice Technology Disclosures;

the Intellectual Property Policy;

and all related legal notices, disclosures, standards, operational procedures, compliance requirements, future amendments, and platform governance documents published by ORO Technologies LLC.

Continued access to, interaction with, registration on, or use of the Platform constitutes legally binding acknowledgment, acceptance, and incorporation of:

these Guidelines;

the Terms & Conditions;

all incorporated legal policies;

all applicable disclosures and notices;

future updates;

operational modifications;

accessibility updates;

technology updates;

risk-allocation provisions;

liability limitations;

and platform governance changes,

to the maximum extent permitted by applicable law.

Additional platform conduct rules, prohibited activities, enforcement procedures, community obligations, platform-integrity standards, and legal compliance requirements are governed by the:
