GLOBAL SAFETY, IMPAIRMENT PREVENTION AND PLATFORM CONDUCT STANDARD
PREAMBLE, CORPORATE PURPOSE AND GLOBAL SCOPE
ORO TECHNOLOGIES LLC, together with its affiliated entities, subsidiaries, licensors, independent operators, contractors, technology partners, local service providers and related corporate entities operating globally (collectively, “ORO,” the “Company,” or the “Platform”), maintains a strict and uncompromising commitment to user safety, accessibility, operational integrity, public trust, and responsible platform governance.
As part of such commitment, ORO enforces this Zero Tolerance Policy as a mandatory global compliance framework applicable to all individuals and entities accessing, using, or operating through the Platform, including but not limited to drivers, delivery providers, fleet operators, transportation partners, couriers, independent contractors, subcontractors, passengers, users, and third-party service providers.
This Policy establishes strict prohibitions, compliance obligations, enforcement standards, safety protocols, reporting mechanisms, risk mitigation measures, technological oversight procedures, and legal consequences related to the use, possession, influence, or impairment caused by alcohol, illegal substances, controlled drugs, intoxicants, narcotics, or any substance capable of impairing physical, cognitive, psychological, visual, auditory, motor, or reaction capabilities while using services connected to the Platform.
ORO operates exclusively as a technology intermediary platform that facilitates digital connections between independent users and independent third-party providers. ORO is not a transportation carrier, taxi company, logistics operator, law enforcement agency, emergency response provider, medical institution, or security company, and does not own vehicles, employ drivers, or directly supervise real-world service execution.
Access to or continued use of the Platform constitutes the user’s full, informed, express, irrevocable, and legally binding acceptance of this Policy and all related safety standards incorporated by reference into the Platform’s global compliance ecosystem.
1. ABSOLUTE PROHIBITION OF IMPAIRMENT
ORO enforces a strict global zero-tolerance standard regarding impairment, intoxication, unsafe operation, or diminished capacity.
Accordingly, it is strictly prohibited for any driver, operator, service provider, or independent contractor using the Platform to:

Operate a vehicle under the influence of alcohol;

Operate a vehicle while affected by illegal drugs, narcotics, hallucinogens, or controlled substances;
-
Operate a vehicle while impaired by prescription medications or over-the-counter substances capable of affecting judgment, awareness, concentration, reflexes, coordination, motor skills, or reaction times;
-
Consume alcohol or intoxicating substances immediately before or during the provision of services connected to the Platform;
-
Possess open containers of alcohol, illegal substances, or prohibited narcotics while actively connected to the Platform;
-
Operate services while experiencing fatigue, drowsiness, cognitive impairment, loss of awareness, medical instability, or any condition capable of reducing operational safety.
This prohibition applies regardless of:

Local legal thresholds;
-
Blood alcohol limits;
-
Regional enforcement standards;
-
Medical authorization;
-
Cultural or jurisdictional practices.
ORO reserves the right to apply stricter internal safety standards than those minimally required under local laws.
No exception, tolerance margin, waiver, or implied authorization shall apply under any circumstances.
2. GLOBAL USER SAFETY PRIORITY
User safety constitutes ORO’s highest operational priority.
If a passenger, user, third party, or witness reasonably believes that a driver or service provider may be impaired, intoxicated, unstable, unsafe, aggressive, fatigued, or otherwise incapable of safely performing services, the user should immediately prioritize personal safety above all other considerations.
Where reasonably safe and feasible, users are strongly encouraged to:

Immediately terminate the trip;

Exit the vehicle in a safe location;

Contact local emergency services or law enforcement authorities directly;
-
Utilize official emergency mechanisms available within the Platform;
-
Report the incident through official reporting channels as soon as reasonably possible.
Users acknowledge and agree that ORO does not control real-time human behavior and cannot physically intervene in active incidents.
The Platform’s technological tools, including GPS systems, voice accessibility systems, emergency functionalities, artificial intelligence tools, automated monitoring systems, and digital reporting features, constitute supplementary technological resources only and do not guarantee intervention, prevention, rescue, emergency response, law enforcement action, or immediate assistance.
3. INCIDENT REPORTING AND SAFETY INVESTIGATIONS
All suspected violations of this Policy may be reported through:

The ORO mobile application;

The Help Center;
-
Safety reporting channels;
-
The official web-based reporting system;
-
Authorized legal or compliance channels;
-
Emergency reporting interfaces integrated into the Platform.
Reports related to suspected impairment, unsafe conduct, intoxication, dangerous driving, harassment, threats, violence, or criminal activity shall receive elevated internal safety review priority.
ORO reserves the right, at its sole discretion and without prior notice, to:

Temporarily restrict accounts;

Suspend platform access;
-
Freeze account functionality;
-
Initiate internal safety reviews;
-
Conduct digital risk assessments;
-
Review telematics data;
-
Review GPS activity;
-
Analyze voice interaction records where legally permitted;

Evaluate behavioral indicators;
-
Require additional verification documentation;
-
Refer matters to external authorities where legally appropriate.
The Company may take preventive enforcement measures even in circumstances where investigations remain incomplete or where definitive proof is unavailable, if ORO reasonably determines that platform safety, public trust, or user protection may be compromised.
4. AUTOMATED SAFETY TECHNOLOGY AND DIGITAL MONITORING
Users acknowledge and accept that ORO may utilize automated technologies and digital risk mitigation systems designed to promote platform safety and operational integrity.
Such systems may include:

GPS monitoring technologies;

Telematics integrations;
-
Automated fraud detection;
-
Voice interaction systems;
-
Artificial intelligence review systems;

Pattern recognition technologies;
-
Safety-trigger algorithms;

Device verification systems;

Security analytics;
-
Platform integrity monitoring tools.
These systems may operate automatically and without individualized notice where legally permitted.
ORO does not guarantee that automated systems will successfully detect, prevent, predict, or eliminate all unsafe conduct, impairment situations, criminal acts, emergencies, accidents, or policy violations.
Users expressly acknowledge that all digital systems contain inherent operational, technological, algorithmic, connectivity, infrastructure, and jurisdictional limitations.
5. GLOBAL ENFORCEMENT STANDARD
Violation of this Policy constitutes a severe breach of the Platform’s global safety standards and contractual obligations.
ORO reserves the right, at its sole discretion and to the maximum extent permitted by applicable law, to implement immediate enforcement actions, including but not limited to:

Account warnings;

Temporary suspensions;
-
Permanent deactivation;
-
Service restrictions;
-
Access limitations;
-
Internal investigations;
-
Legal escalation;
-
Cooperation with law enforcement;
-
Regulatory reporting.
Repeated, severe, high-risk, fraudulent, or safety-sensitive violations may result in irreversible removal from the Platform.
Nothing in this Policy shall be interpreted as limiting ORO’s authority to implement broader protective measures necessary to preserve:

Public safety;
-
User trust;
-
Platform integrity;
-
Legal compliance;
-
Corporate reputation;
-
Operational continuity.
6. USER RESPONSIBILITY, DUTY OF CARE AND PLATFORM COOPERATION
All users share responsibility for promoting a safe, lawful, respectful, and compliant platform environment.
Users agree that they:

Will act prudently and responsibly;

Will not ignore obvious safety risks;
-
Will report conduct reasonably believed to endanger others;
-
Will avoid escalating unsafe situations;
-
Will comply with applicable laws and safety instructions.
Failure by a user to exercise reasonable judgment in situations involving visible risk, impairment, intoxication, threats, or unsafe conduct may increase personal safety risks beyond the Company’s control.
ORO shall not be liable for user decisions, omissions, or actions inconsistent with safety recommendations, emergency guidance, or common safety practices.
7. INDEPENDENT CONTRACTOR AND NON-EMPLOYMENT STATUS
All drivers, operators, transportation providers, delivery providers, and service partners using the Platform operate as independent third parties.
Nothing contained in this Policy shall be interpreted as creating:

Employment relationships;

Agency relationships;

Joint ventures;
-
Partnerships;
-
Fiduciary obligations;
-
Supervisory control relationships.
ORO does not:

Employ drivers;
-
Own transportation fleets;
-
Operate vehicles;

Control real-time driver conduct;

Supervise physical transportation execution;

Provide direct transportation services.
Independent providers retain sole responsibility for:

Their conduct;
-
Vehicle operation;
-
Legal compliance;
-
Licensing;
-
Insurance;
-
Physical safety practices;
-
Regulatory obligations.
8. LIMITATION OF LIABILITY
To the maximum extent permitted by applicable law, ORO expressly disclaims liability for:

Driver misconduct;

Impairment-related incidents;

Criminal acts committed by third parties;

Unsafe behavior;
-
Assaults;
-
Traffic accidents;
-
Personal injuries;
-
Emotional distress;
-
Property damage;
-
Delayed emergency responses;

Law enforcement decisions;

Third-party failures;
-
Technological interruptions;
-
Connectivity failures;
-
GPS inaccuracies;
-
Automated system limitations;
-
Safety tool failures.
ORO does not guarantee:
-
Absolute safety;
-
Prevention of all misconduct;
-
Real-time intervention;
-
Emergency response;
-
Detection of all violations;
-
Platform availability without interruption;
-
Accuracy of automated monitoring systems.
The Platform constitutes a digital intermediary environment and not a guarantee of safety outcomes or real-world conduct.
9. COOPERATION WITH AUTHORITIES
ORO may cooperate with competent local, national, international, judicial, regulatory, or law enforcement authorities in connection with:

Public safety investigations;

Criminal matters;
-
Driving under the influence incidents;
-
Violent conduct;
-
Fraud;
-
Security threats;
-
Regulatory compliance obligations;
-
Court orders;
-
Emergency legal requests.
Where legally required or permitted, ORO may disclose relevant information consistent with:

Applicable laws;

Privacy regulations;
-
Data protection standards;
-
Internal legal compliance obligations.
All disclosures remain subject to applicable legal limitations, jurisdictional requirements, procedural safeguards, and corporate compliance standards.
10. ACCESSIBILITY, VOICE TECHNOLOGY AND INCLUSIVE SAFETY
As part of ORO’s accessibility-focused technological infrastructure, certain users may interact with the Platform through voice-command systems, accessibility technologies, AI-assisted interfaces, screen-reader integrations, and adaptive communication systems designed to support older adults and individuals with disabilities.
Users acknowledge that:

Voice-recognition systems may contain technological limitations;
-
Automated speech interpretation may vary by language, accent, environment, device quality, or connectivity conditions;
-
Accessibility features do not replace user judgment or emergency services;
-
AI-assisted systems may generate errors, delays, or incomplete interpretations.
ORO continuously works to improve accessibility technologies but does not guarantee uninterrupted performance, accuracy, or compatibility across all devices, jurisdictions, or operational conditions.
11. POLICY INTEGRATION
This Policy forms an integral and binding part of ORO’s global legal and compliance framework and must be interpreted together with:

In the event of conflict between documents, ORO reserves the right to apply the interpretation that provides the maximum lawful protection to the Company, its affiliates, its users, and the Platform ecosystem.
12. MODIFICATIONS
ORO reserves the unrestricted right to modify, update, replace, suspend, expand, or amend this Policy at any time and without prior notice, subject to applicable legal requirements.
Continued use of the Platform following publication of modifications constitutes full acceptance of the updated version.
13. VALIDITY, SEVERABILITY AND ENFORCEABILITY
If any provision of this Policy is determined to be invalid, unenforceable, unlawful, or incompatible with mandatory local law, the remaining provisions shall remain fully valid and enforceable to the maximum extent permitted by law.
Any unenforceable provision shall be interpreted and limited only to the minimum extent necessary to preserve enforceability while maintaining the original protective intent of the Company.
14. GOVERNING LAW
This Policy shall be governed by and interpreted under the laws of the State of Florida, United States of America, without prejudice to the mandatory application of consumer protection, transportation, accessibility, privacy, or public policy laws applicable within relevant jurisdictions.
FINAL LEGAL NOTICE
By accessing, downloading, registering with, interacting with, or using the ORO Platform in any manner, all users, drivers, contractors, operators, and third-party providers acknowledge, understand, and expressly agree to be legally bound by this Zero Tolerance Policy in its entirety.
Any violation of this Policy may result in immediate enforcement measures, including temporary suspension, permanent deactivation, legal escalation, regulatory cooperation, restriction of access, and any additional action deemed necessary by ORO to preserve safety, legal compliance, operational integrity, and public trust, to the maximum extent permitted under applicable law.
