2. PLATFORM DEPENDENCY MODEL
The User expressly acknowledges and agrees that the ORO Platform operates within a complex technological ecosystem composed of multiple independent technologies, infrastructure providers, communication systems, external vendors, software environments, cloud-service providers, telecommunications networks, device manufacturers, payment systems, security providers, emergency communication systems, and other third-party services.
Accordingly, the availability, functionality, performance, responsiveness, reliability, accessibility, accuracy, and operational continuity of certain Platform features may depend partially or entirely upon systems that are not owned, operated, managed, supervised, controlled, or maintained by ORO.
The User further acknowledges that modern digital platforms necessarily rely upon interconnected technological infrastructures that may experience interruptions, delays, failures, inaccuracies, incompatibilities, maintenance events, service degradations, cybersecurity incidents, operational limitations, regulatory restrictions, or other circumstances beyond the reasonable control of ORO.

ORO does not control emergency response activities and does not guarantee alert delivery, monitoring availability, response times, intervention effectiveness, emergency outcomes, or communications success.
9-A. REGULATORY, GOVERNMENTAL AND PUBLIC INFRASTRUCTURE DEPENDENCIES
The User expressly acknowledges that certain Platform functionalities may depend directly or indirectly upon public infrastructure, governmental systems, regulatory environments, emergency-response frameworks, telecommunications licensing regimes, location-service permissions, public utility services, internet backbone infrastructure, and other systems operated by governmental entities or public institutions.
ORO does not control, supervise, maintain, manage, or guarantee the availability, continuity, performance, responsiveness, legality, accessibility, operational status, or effectiveness of any governmental, public-sector, regulatory, law-enforcement, emergency-response, judicial, administrative, or public-utility system.
Accordingly, ORO shall not be responsible for interruptions, delays, service degradations, operational limitations, accessibility restrictions, regulatory actions, governmental decisions, infrastructure failures, public-sector disruptions, emergency-service limitations, or other consequences arising from circumstances attributable to governmental or public infrastructure beyond ORO's reasonable control.
9-B. THIRD-PARTY MODIFICATIONS, DISCONTINUATIONS AND SERVICE CHANGES
The User acknowledges that independent third-party providers may modify, replace, suspend, discontinue, restrict, reconfigure, update, remove, monetize, limit, or otherwise alter their services at any time without notice to ORO.
Such modifications may affect Platform functionality, accessibility features, voice technologies, communications systems, integrations, interoperability, operational processes, emergency-related features, payment systems, security tools, or other Platform capabilities.
ORO shall have no liability arising from the decisions, actions, omissions, commercial practices, technical changes, operational modifications, service discontinuations, infrastructure migrations, or business decisions of independent third-party providers.
